The proposed idea is to have a formation of some sort of unseen/unnamed guild like in the Imriel Trilogy. The fact that the board only goes up to Kushiel's Avatar in the Phedre Trilogy means that we have some wiggle room when it comes to creating such a guild. We'd have to name it something else since "Unseen" is from the books, but the idea would be that there is a secret faction of peers and nobles within Terre d'Ange that work like a network of spies to police the boarders with out assistance from direct military influence.
Keep in mind that there are lot of ways this idea could go south, one of which being that a lack of interest will kill it stone dead. So if people want to see it happen, they should be sure they even want to participate in the first place. If there isn't more then two or three people interested in creating such a guild, it probably shouldn't be put forth. That being said, if five or six players with 5 or 6 characters each want to be included and its over run with people wanting to be involved, its won't be much of a secret which is sort of the point of the whole "Unseen Guild" concept.
Also it should be noted that if this gets put forward with the majority of the board wishing to see the idea become reality, it will not be run by non-staff players. Though players inolvement will be welcomed with suggestions and ideas will be key to its success, there are just too many ways in which an "Unseen Guild" could be driven out of control.
