Flower language was mostly a Victorian invention, but the roots of it go far further back, as evidenced by the holistic herbal uses for plants and their parts. The purpose of the language was to send coded messages that one was far too discreet to send in any other fashion, for if the other person wasn't educated in the language as you were it would simply seem as a pretty floral arrangement and could still be appreciated for that fact alone.
